Parnell Rose Gardens. The best time to visit is late spring and summer. Winter is largely dormant rose bushes (over 5,000 of them) waiting for spring. The Rose Gardens are situated in the historic district of Parnell with its 1800’s buildings and designer shops. The cute Judges Bay beach is located below the Parnell Rose Gardens.
