Absolutely with the proviso of Auckland is a spread out city and it is not recommended as you could spend your time in the car instead of out and about.
Christchurch is a flat easy city to navigate on a bike and it a great alternative to the public visitor transport.
Rotorua has plenty to do and see in the vicinity of the city centre. Bike hire is a definite possibility however check cycling distances so that you do not bite off more than you can bike / or want to bike in a day.
Queenstown is not flat however the compact city centre and numerous shuttle services make getting around a breeze
